Southbound motorists and commuters using the East Service Road in Parañaque City should brace for adjustments starting next week, as a portion of the highway undergoes temporary diversion to make way for massive railway construction.
In a traffic advisory issued by the Department of Transportation (DOTr), the agency announced that the southbound lane heading toward Bicutan—specifically the stretch from Arca Boulevard to Narra Street—will be temporarily closed starting July 18, 2026.
The closure is required to facilitate the construction of the FTI Station East Diaphragm Wall, a critical structural component of the ongoing North-South Commuter Railway Extension (NSCR-Ex) Project. The works are being managed in coordination with the project contractor, the Leighton-First Balfour Joint Venture (LFBJV).
To mitigate heavy congestion, transport authorities have laid out a traffic rerouting scheme for the duration of the construction:
* Southbound Motorists (toward Bicutan): Vehicles will be redirected to a temporary diversion road built within the Philippine National Railways (PNR) Right-of-Way.
* Northbound Motorists (toward Makati): Traffic will remain unaffected. Vehicles heading north will continue using the existing alignment of the East Service Road.
The DOTr noted that this traffic scheme is being integrated with the traffic management plans of Ayala's East Service Road Expansion Project to ensure a smoother flow of vehicles through the interconnected corridors.
Public Guidance
To help navigate the temporary changes, directional signs and physical traffic advisories will be installed well ahead of the affected zones.
The DOTr appealed to the public for patience and cooperation, emphasizing that the temporary inconvenience is part of a larger state effort to deliver a modernized, high-capacity, and reliable transit system for Filipino commuters.
