The City of Taguig and the National Housing Authority (NHA) have formalized a partnership for the proper and sustainable urban renewal of the historic Fort Bonifacio Tenement. The agreement aims to ensure the safety and welfare of the tenement's residents.

The Memorandum of Agreement (MOA) was signed on Wednesday, October 8, at the New Taguig City Hall Function Hall by Mayor Lani Cayetano and NHA General Manager Joeben Tai.


Usufruct Arrangement for Urban Renewal

Under the MOA, Taguig is authorized to redevelop the Fort Bonifacio Tenement through a usufruct arrangement, allowing the city to use and develop the property while ownership remains with the NHA.

The city government will be responsible for funding and implementing the project. This scope includes the relocation of residents, the prioritization of qualified beneficiaries, and the conduct of information campaigns. The NHA and the Department of Human Settlements and Urban Development (DHSUD) will provide technical assistance, while property ownership will remain with the NHA.

The redevelopment is crucial as the Fort Bonifacio Tenement was declared unsafe and condemned by the Department of Public Works and Highways (DPWH) back in 2010.

Mayor Cayetano stated that the city envisions a transformative redevelopment that preserves the community’s legacy while addressing its structural needs.

“Our vision is to transform the Tenement into a safe, sustainable, and community-oriented housing development, one that preserves the social ties built through decades of shared living while providing residents with a dignified and resilient environment,” Mayor Cayetano said.

She added that the agreement symbolizes a long-awaited promise to the residents, noting, “Good governance is not measured only by buildings constructed, but by the lives we rebuild and the trust we restore.”



NHA General Manager Tai expressed confidence in the joint effort, stating that the MOA demonstrates a unified goal to develop the historic site and address the need for a progressive and sustainable community. NHA NCR South Regional Manager Cromwell Teves also commended Taguig for its active collaboration on the project.
