Ordinance No. 133, signed on April 16, 2025, mandates all tricycle operators with valid city-issued franchises to grant the discount to registered solo parents who present an official identification card issued by the City Social Welfare and Development Office (CSWDO).
Anchored on the Expanded Solo Parents Welfare Act (Republic Act No. 11861), the ordinance reaffirms the government’s commitment to supporting parents raising children on their own. The fare discount can be availed by the solo parent whether traveling alone or accompanied by their child.
Penalties for Non-Compliance
To ensure proper implementation, the ordinance outlines escalating penalties for tricycle drivers and operators who refuse to honor valid IDs or deny the discount:
- ₱500 for the first offense
- ₱1,500 for the second offense
- ₱2,000 and a one-month suspension of franchise for the third offense
- ₱2,500 and possible franchise revocation for subsequent violations
Commitment to Inclusive Governance
Mayor Lani Cayetano emphasized that the ordinance is part of Taguig’s broader effort to promote inclusive governance and provide tangible support to solo parents.
“Alam natin na hindi madali ang maging solo parent. Kaya sa simpleng paraan na ito, gusto naming iparamdam na hindi sila nag-iisa. Sa Taguig, pamilya ang turing namin sa bawat isa,” she said.
Cayetano added that the measure underscores the city’s responsibility to extend social services and welfare benefits while ensuring access to basic services like transportation for solo parents.
Expanded Support for Solo Parents
In addition to the fare discount, the city has rolled out several initiatives to provide holistic support to solo parents, including:
- Bread and pastry training with starter kits through the Taguig Manpower Training Center (TMTC)
- Job placement opportunities via the Public Employment Service Office (PESO)
- Positive parenting seminars tailored for solo parents
- Access to counseling and family support services
- Health and wellness programs during Women’s Month through the Taguig Cooperative Development Office (TCDO)
- Issuance of Solo Parent Certifications for housing aid from the National Housing Authority (NHA) and tuition discounts at partner schools
- Financial aid under the Assistance to Individuals in Crisis Situation (AICS) program
- A Solo Parents Health Summit in partnership with the City Health Office (CHO)
Digital Innovations and Community Empowerment
To modernize service delivery, Taguig has launched a digital Solo Parent ID system featuring QR codes for secure and efficient transactions. Additionally, the city has formally registered its Solo Parent Association as a Civil Society Organization, giving solo parents a stronger platform for engagement, advocacy, and representation.
With the implementation of Ordinance No. 133, Taguig City continues to strengthen its commitment to supporting solo parents through inclusive policies and innovative social welfare programs.
